MSP NOC March Meeting Update

The Minneapolis-St. Paul International Airport (MSP) Noise Oversight Committee (NOC) meeting was held this week on March 15. At this meeting, Metropolitan Airports Commission (MAC) staff provided an update on the MSP Long-Term Plan, which identifies proposed infrastructure improvements to MSP Airport necessary to meet projected demand through 2040. The presentation included the associated 2040 forecast noise contour.

NOC members also received a presentation on MSP airspace from Federal Aviation Administration (FAA) staff. The presentation improved awareness of MSP's air traffic control (ATC) environment, explained constraints within the system which drive and shape current departure and arrival procedures, and communicated how MSP procedures integrate into the overall National Airspace System.

Finally, MAC staff provided the NOC with a presentation on the 2022 Annual Contour Report. These annual contours define eligibility for the MAC's ongoing noise mitigation program. To date, the MAC has spent over $513M in residential noise mitigation, with a current commitment to provide noise mitigation through 2032. No new homes were qualified to receive noise mitigation in the 2022 Annual Contour Report, largely due to lower operational levels at the airport.

The NOC is an advisory board to the MAC and is comprised of industry and community representatives who address aircraft noise issues associated with activity at MSP. The group meets on the third Wednesday of odd-numbered months.
