St. Paul Downtown Airport Customs and Border Protection General Aviation Facility

Description: The Customs and Border Protection (CBP) General Aviation Facility is a new 4,800-square-foot replacement facility for CBP to continue processing international flights and passengers at the St. Paul Downtown Airport (STP). 

Project Summary:  

• The 2025 St. Paul Downtown Airport CBP General Aviation Facility will replace an extremely small existing CBP location currently within the STP administration building.

• The new facility will be located adjacent to the existing terminal and administration building on the north end of the airport.

• The new facility has been developed in accordance with both CBP and MAC standards to accommodate current and future operational needs to process international flights, including both arriving foreign and returning U.S. travelers.

• The building will comprise of pre-processing and post-processing waiting rooms, passenger processing area, office space, utility rooms, and restrooms.

• The building will include cast-in-place concrete, helical piles, mass timber columns and beams, a structural wood ceiling and roof, and a 1,000-square-foot intensive green roof system, as well as interior partition walls and ceilings.

• The project supports additional MAC sustainability goals with advanced building systems that include geothermal heat pumps, air handlers and solar panels. The building is designed to produce more energy than it uses.

• The MAC will pursue LEED Gold certification for the project.

• The project also includes new utility connections to the building, new sidewalks, native plantings, decorative metal fencing and additional landscape improvements.
