Building for a Dynamic Future - 2024 Annual Report
In 2022, the MAC approved the 2023-2027 Enterprise Strategic Plan, outlining the organization’s purpose, values and focus areas. As the organization continues to implement this plan, MAC staff work across departments to pursue new initiatives, investments and programs that support a thriving region.
This work includes strategic capital improvements across 3.3 million square feet of facilities at MSP and throughout the general aviation airports to support forecast growth in passengers and air service. In 2024, the MAC’s capital improvement program budget increased to more than $1 billion as the MAC began and completed high-impact projects.
Highlights include:

Terminal 2 North Expansion
In 2024, the MAC began its Terminal 2 north expansion, slated for completion in 2027, to support airline growth at Terminal 2 and improve the passenger experience. The additional 168,000 square feet of space will include two new gates and increased space at gates H13 and H14, as well as new concession locations and restrooms.

Fire Station 2
The MAC completed a new $42.3 million, 25,000-square-foot aircraft rescue and firefighting station in 2024. The new station — approximately 50% larger than the previous station — is the first phase of a broader project to enhance emergency response and optimize operations by uniting airport operations and emergency services under one roof. Construction also began in 2024 on the next phase, a Public Safety and Operations Center, which will connect to the new fire station.
Airport Modernization Program Phase 3
In late 2024, construction began for the last phase of the Airport Modernization Program, in partnership with Delta Air Lines. This project is the single largest interior renovation at MSP since Terminal 1 opened in 1962. The $242 million upgrade of six concourses will deliver a unified and modern design that includes accessible and durable terrazzo flooring, new wall finishes, brighter lighting, and dynamic flight information screens along the concourse walkway, as well as new seating, carpeting and updated branding in the gate areas.

Runway Upgrades
MSP Airport has more than 32 miles of runways and taxiways, and this infrastructure needs to be maintained and upgraded regularly. In the summer of 2024, the MAC completed a $24 million project to reconstruct the intersection of runways 12L-30R and 4-22. Additional projects included reconstructing connecting taxiways, regrading runway safety areas along Runway 12L-30R, and installing new pavement markings, LED lighting and LED signage. These investments maintain safety and improve operational efficiencies on the airfield.
MSP Long-Term Plan
In 2024, the MAC Board of Commissioners approved the 2040 Long-Term Plan for MSP, which provides a 20-year roadmap to improve facilities and ensure MSP keeps pace with future growth in passengers and air service demand. The plan identifies 16 major projects to enhance MSP’s airfield, facilities and operations through 2040, with a projected cost of $9.6 billion. Highlights include major expansions to Terminal 2 and Concourse G in Terminal 1, as well as a proposed passenger connector between terminals. Other projects in the plan focus on improving parking and reducing roadway congestion in front of the terminals. Recommended airfield changes include new taxiways to improve operational efficiency and safety, as well as projects to expand aircraft parking and cargo facilities. Each project will go through its own planning, design and environmental review process before construction.
