The Metropolitan Airports Commission (MAC) participates in the Disadvantaged Business Enterprise (DBE) program and Target Group Business (TGB) program for its construction projects, airport concessions-related work, and the procurement of goods, supplies, and professional services.  Both programs are a reflection of the MAC’s long-standing commitment to providing equal opportunity to small businesses.

Disadvantaged Business Enterprise Program (DBE)

As a condition of financial assistance that the Metropolitan Airports Commission (MAC) receives from federal sources, the MAC has established a Disadvantaged Business Enterprise (DBE) program for construction and airport concessions in accordance with regulations of the U.S. Department of Transportation.

MAC policies ensure that disadvantaged businesses and other small businesses have an equal opportunity to receive and participate in DOT-assisted contracts.

The MAC has established the following overall program goals:

  • Non-Rental Car ACDBE Goal – 21 percent (2024 to 2026)
  • Rental Car ACDBE Goal – 3 percent (2024 to 2026)

Targeted Group Business Program (TGB)

The State of Minnesota’s Targeted Group Business (TGB) program supports meaningful participation of target group businesses in the procurement of goods and supplies, construction and professional services.

The Metropolitan Airports Commission applies the program to the procurement of goods or services, construction or professional services as defined by the Commissioner of the State of Minnesota Department of Administration. Procurement is defined as expenditures for construction, architecture and engineering, professional services, goods and supplies and other services. At the MAC, TGBs must be designated as an underutilized business to count toward a TGB goal. Only those groups designated by the Department of Administration as a TGB are counted toward the goal.

The Department of Administration is responsible for accepting applications and certifying TGBs. Once a company is certified, they are eligible to meet goals on MAC projects.
