The Metropolitan Airports Commission (MAC) receives Federal Financial assistance from the Department of Transportation for the airport improvement program, and as a condition of receiving this assistance the MAC has established a Disadvantaged Business Enterprise (DBE) program for construction and airport concessions in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 23 and Part 26.  

It is the MAC's policy to ensure disadvantaged businesses and other small businesses have an equal opportunity to receive and participate in DOT-assisted contracts.

The MAC has established the following overall program goals:

  • DBE – 12 percent (2020 to 2022)
  • ACDBE – 16 percent (2018 to 2020)
  • Phase 2 Concession Rebid RFP ACDBE goal: 18 percent

Applying for DBE status

The MnUCP is a one-stop shop for businesses that qualify as a DBE or wish to submit an application for DBE status. The MnUCP allows all Minnesota government agencies to accept your participation as a DBE on United States Department of Transportation federally-funded projects.
