2017-2024 Program

The 2017-2024 Noise Mitigation Program (2017-2024 Program) is a residential noise mitigation program related to Minneapolis-St. Paul International Airport (MSP) that began in March 2014 under the terms of an amended legal agreement (Consent Decree) between the MAC, the cities of Richfield, Minneapolis, Eagan; and the Minneapolis Public Housing Authority. The Hennepin County District Court approval of this agreement is effective until December 31, 2024. Under this program, eligibility for sound insulation provided by the MAC for single-family and multi-family homes was determined annually, based upon actual MSP noise contours developed for the preceding calendar year, beginning in March 2014. 2020 was the final year that homes could become eligible under the terms of this program. The MAC will provide mitigation to eligible homes until the end of 2024. Eligible homes that have not yet participated in the 2017-2024 Program have been notified in writing and will continue to be notified that their deadline to participate is at the end of 2024.

2025-2032 Program 

The next phase of MSP’s Noise Mitigation Program will extend from 2025-2032, providing noise reducing modifications to program-eligible houses and apartments under the terms of the most recent amended legal agreement (Consent Decree). To be eligible for the 2025-2032 Noise Mitigation Program (2025-2032 Program), the home must be located, for a period of three consecutive years (the first of the three years cannot be later than calendar year 2028) in the actual 60-64 DNL aircraft noise contour published in the Annual Noise Contour Analysis report, and, within a higher noise impact mitigation area when compared to the home's status under the noise mitigation program prior to the First Amendment. 

Under this program, eligibility for sound insulation provided by the MAC for single-family and multi-family homes will be determined annually, based upon actual MSP noise contours developed for the preceding calendar year, beginning in March 2023.

CRITERIA DETAILS

The following provides the eligibility criteria that a single-family or multi-family home must meet before sound insulation is provided:

a) the community in which the home is located has adopted local land use controls and building performance standards that prohibit new residential construction or remodeling on the block in which the home is located, unless the construction or remodeling materials and practices are consistent with the aircraft noise impact levels and consistent with noise mitigation measures provided by this program, and

(b) the home is located, for a period of three consecutive years (the first of the three years cannot be later than calendar year 2028) in the actual 60-64 DNL aircraft noise contour published in the Annual Noise Contour Analysis report, and, within a higher noise impact mitigation area when compared to the home's status under the noise mitigation program prior to the amendment.

The MAC will offer sound insulation to owners of eligible single-family homes and multi-family homes in the year following the determination of eligibility.

(1) your home may have qualified for mitigation in years 2017-2021 and the MAC is waiting to hear from you (check this list for your address), or
(2) your home is not eligible for sound insulation under the MAC's MSP Airport Noise Mitigation Program at this time.
