MSP Noise Oversight Committee September Updates

The Minneapolis-St. Paul Airport (MSP) Noise Oversight Committee (NOC) met last week on September 18, 2019. A summary of the meeting is provided below, and the meeting details, agenda, and presentations are available at www.macnoise.com/our-neighbors/msp-noise-oversight-committee-noc-meetings.

MSP Updates and Long-Term Plan

The meeting included a general update regarding the MAC and MSP by MAC Executive Director and CEO Brian Ryks as well as an update on the MAC Long-Term Plan (LTP) for MSP. Members of the public are invited to participate in the MSP LTP. The next opportunity to do so will be at the Experience MSP Fair & Forum on October 2, 2019 from 4-8pm at the Mall of America. Eagan City Council Request

The Eagan City Council has prepared a request to the Federal Aviation Administration (FAA) to consider revisions to current departure procedures from Runway 17.  Rebecca MacPherson, FAA Regional Administrator for the Great Lakes Region, provided an overview of the process that FAA uses to consider these types of requests. She noted that the FAA requires that requested modifications are supported by the airport operator. Therefore, the NOC requested that MAC staff review the requested modifications and assess their feasibility. Staff will present this assessment to the NOC at the NOC meeting on November 20, 2019.

MSP Converging Runway Operations Update

The FAA is concluding its environmental review related to Converging Runway Operations (CRO) at MSP. CRO procedures were enacted at MSP in 2015 and affect arrivals to Runway 35 when departures are simultaneously using Runways 30L and 30R. NOC members requested that the FAA conduct public outreach to hear from residents who want to share their remarks with FAA. While there is not a date set, the FAA committed to host a public meeting. More information about this meeting will be communicated as they become available.

Upcoming Meetings and Events

We want to hear from you! MSP Listening Sessions are held quarterly for members of the community to provide input and also to learn more about what is happening at MSP including aircraft activity, noise, long-term plans, and the MSP NOC. What we hear from the community during this Listening Session will help inform the work of the NOC in 2020. The next meeting will be at the MAC General Office Building on Wednesday, October 23, 2019 at 7pm.

In addition, NOC meetings are open to everyone, and anyone may provide public comments in writing or verbally in-person at each meeting. The next NOC meeting will be at the MAC General Office Building on November 20, 2019 at 6:30pm.  This meeting will review the 2020 NOC Work Plan.
