Chief Information Officer

Eduardo Valencia serves as chief information officer for the Metropolitan Airports Commission, where he oversees technology strategy and operations for Minneapolis-St. Paul International Airport (MSP) and six general aviation airports. With more than 20 years of C-level IT leadership experience, Valencia brings extensive expertise in digital transformation, enterprise architecture and cybersecurity.

Since joining the MAC in 2016, Valencia has led comprehensive modernization efforts focused on enhancing passenger experience, optimizing operations and driving financial growth. His achievements include modernizing critical systems such as common-use platforms, wireless connectivity infrastructure with distributed antenna system (DAS) and private wireless networks, access control and parking services leveraging variable pricing and customer relationship management capabilities. He has migrated legacy systems to hybrid cloud environments and implemented robust National Institute of Standards and Technology-based cybersecurity frameworks with 24/7 security operations that significantly reduce enterprise risk and strengthen operational resilience.

Valencia previously held leadership positions with Minnesota’s Office of Enterprise Technology, serving as chief technology officer starting in 2008 and deputy commissioner of the Minnesota Information Technology organization, MN.IT from 2011 to 2016. He also served as chief information officer for the Minnesota Department of Employment and Economic Development, leading major technology initiatives including unemployment insurance systems and the Minnesota Works job bank rebuild.

Originally from Asturias in northern Spain, Valencia resides in Minnesota with his wife and two children. He holds a bachelor’s degree in economics and Spanish from the University of North Dakota and a master’s degree in management of technology from the University of Minnesota.
